Ciudadanía dinámica. Una mirada a las bases institucionales del federalismo migratorio en Estados Unidos frente a migrantes indocumentados

Resumen

En este artículo la ciudadanía se entiende como un proceso dinámico, en contraste con el modelo estático y más clásico de este concepto. El modelo dinámico propone que la ciudadanía es producto de la fricción entre diver-sas capas de la autoridad y los sujetos. El texto explora cómo el dinamismo produce “semiciudadanías”, inferiores a la ciudadanía plena. Con base en el concepto de ciudadanía dinámica, examina varios procesos que viven los mi-grantes indocumentados en Estados Unidos y muestra la relación entre la dispersión de poder, la Acción Diferida para los Llegados en la Infancia, los lugares llamados santuarios, las identificaciones municipales y las leyes excluyentes, como la Ley Arizona. Concluye con una discusión sobre la erosión democrática en Estados Unidos y el papel de la ciudadanía.

    Doctorante en ciencia política en la Universidad de la Ciudad de Nueva York (CUNY). Es maestro en democracia y política comparada por University College London y licenciado en relaciones internacionales por El Colegio de México. Ha sido becario Fulbright y Chevening.
