Abstract
Numerous studies seek to explain how civil society organizations have managed to influence various areas of public policies since the reconfiguration of associationism and its broader presence in the public scene. This article explains the reach of the governmental scheme for civil participation as an attempt to respond to the demand of these new actor to be part of decisionmaking processes. The analysis is based on my own research and experience of advocacy within civil society organizations, as well as on a wide collection of studies on the subject, mainly carried out from 1995 to 2015. Despite the transition to democracy, the Mexican government has not faced the challenge of creating a conducive environment for the participation of collective actors in public affairs.
